Workshop on National Skill Qualification Framework

The Confederation of Indian Industries (CII) Gurgaon Branch organized a workshop on “National Skill Qualification Framework (NSQF: The Framework & its application in Sector Skills Council)” on 17th June 2015 at the CII centre, Udyog Vihar, Gurgaon. Two faculty members Ms. Amninder Kaur (ECE deptt.) and Mr. Vijender Singh Hooda (IT deptt.) from Dronacharya College of Engineering, Gurgaon attended the event.

The objective of this workshop was to create awareness about the framework and its application. The National Skills Qualifications Framework (NSQF) is a competency-based framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded from one to ten, are defined in terms of learning outcomes which the learner must possess regardless of whether they are obtained through formal, non-formal or informal learning. he Centrally Sponsored Scheme of Vocationalisation of Secondary Education of Ministry of HRD, Government of India lists out a crucial role for NSDC and its Sector Skill Councils (SSCs) in implementation of NSQF. The trainings conducted in the scheme are based on the National Occupational Standards set by NSDC through its Sector Skill Councils. The scheme also mandates the SSCs to conduct assessments and certification jointly with the State Board. Stakeholders in the Implementation of the program include:

1. State Government

2. NSDC

3. Sector Skill Councils

4. NSDC Training Partner

The keynote speakers of the workshop were:

1. Mr. Ajay Goel,VP, Wadhwani Foundation,

2. Mr. Ashish Jain, CEO, Healthcare Sector Skill Council

3. Mr. Jayant Krishna, Co-Chairman Special Task Force on Skills Education and Entrepreneurship development.

Mr. Jayant Krishna briefed the participants that NSQF is turning into an anchoring point for the National priority of skill development for reaping the economic and social dividends of the country by providing the skills.

Mr. Ajay Goel discussed the different levels of competency. He briefed that Sector Skill Councils support the States in Identification of Trades/ Occupations, Accrediting curriculum with PSSCIVE, Recommendation for Appointment of Vocational (Industry) Coordinator, Quality Control of Training, Training of Trainers, Student Assessment and Certification and Industry Interface. NSDC funded Training Partners take the responsibility of entire Training Delivery including deploying and managing faculty, setting up of labs, organising Guest Lectures/Industry Visits.

Mr. Ashish Jain highlighted that the objective of this Scheme is to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs. The Scheme aims to increase productivity of the existing workforce and align the training and certification to the needs of the country.

The workshop was knowledgeable as the participants came to know a lot about National Skill Qualification Framework and it’s benefits. This conference enlightened the participants regarding Skill development and entrepreneurship efforts across the country. Currently there are more than 20 Ministries/Departments run 70 plus schemes for skill development in the country that intends to fill in the demand and supply gap of skilled people in India.
